A California man faces felony charges after U.S. Postal Inspectors caught him pulling stolen mail — including unvoted election ballots — from a collection box outside a Scottsdale post office.
Richard Anthony Ramos Jr., 26, of Stockton, California, was arrested July 21 at the Scottsdale Hopi Post Office. He is accused of two counts of third-degree burglary and one count of aggravated identity theft, according to court records filed in Maricopa County.
Investigators say the scheme began as early as May 2026, when the U.S. Postal Inspection Service started receiving reports of stolen checks taken from the blue collection box in front of the Scottsdale Hopi Post Office.
Postal inspectors say the suspect used USPS Priority and Express boxes as "traps," stuffing them inside the collection box to prevent outgoing mail from dropping all the way down. The suspect would then return to retrieve the trap along with the accumulated mail.
On June 30, a postal customer noticed his mail was getting stuck in the box. He peered inside and pulled out cardboard that had been stuffed in to block the mail. He contacted Scottsdale police, who notified postal inspectors according to court paperwork.
In early July, the post office supervisor contacted a Postal Inspector to report that multiple traps had been found inside the collection box. On July 14, inspectors installed a camera and license plate reader at the location.
On July 20, the post office supervisor contacted the Postal Inspector again to report that traps were found inside the collection box when a clerk collected mail at 9:30 a.m., noon, and 3:30 p.m. The clerk told inspectors she felt she was being watched and believed someone was stuffing the box immediately after she emptied it.

I’m missing something or I don’t understand postal system - why would OUTBOUND ballot packets ever be in a collection box - don’t they go through main office and then to recipient.
It never ceases to amaze me that people who don’t trust the USPS enough to send cash through the mail will send something as precious as their ballot.

Back when mailmen walked their routes, they would pick up additional mail to deliver at the blue collection boxes where other postmen would leave bundles of mail to be delivered when they collected the mail that people mailed.

Excuse me? Is this just another way to get the perp off from a larger number of counts to be prosecuted? Also, why would USPS people believe they have identified all the people whose mail was stolen?
If USPS has evidence of just three people--for example--whose mail was stolen, and none of those could be reached or wanted to pursue prosecution, the USPS better darn well still be charging the alleged perp to the fullest extent of the law!

Yeah; of course USPS employees turned him in for messing with an election. That’s THEIR job.
SUCH COLLECTION BOXES ARE USED WHEN POST OFFICE IS CLOSED OR FOR PEOPLE IN CARS WHO DO NOT WISH TO GO INTO POST OFFICE.
Where I live in So Cal you would be very hard pressed to find one of those large blue mail boxes on the streets that used to everywhere, they’ve all been taken out - there is one I know of and I think even that one was taken out.
My local, main city Post Office used to have six drive up mail boxes where you could drop off mail - all have been removed.
Never heard a reason why - but I suspect it was b/c of mail being stolen.

Libloather tipped us off with post 1 wherein the woman proclaims, “It’s a Trap!”. The article states that the mail thief had put a “trap” down the intake shoot, and was using it to pull outgoing mail back up.
Stockton, CA is a center of gang activity. My guess is that the arrested Stocktonian is one of many gang members dispatched to steal mail in remote areas. Whatever is “collected” is searched for checks the gang tries to alter/pass, and account numbers for attempting online fraud. The already-marked mail-in ballots were likely just there by chance, unless the Democrats are paying gangs to steal voter identities. I doubt if that would be worthwhile.
The article notes that election officials are replacing the recovered ballots so the voters can have a do-over. If the ballot envelopes were unopened, why replace them? All this is part of why mail-in voting should be curtailed.
