Sec. Rubio and Pres. Trump should allow only certified non-pregnant women from foreign nations visas of 6 month duration, to then be recertified before an extension is granted. If pregnant they can go home and have their babies and then reapply for another visa.

An as-best-as-possible moratorium on all pregnant/foreign women is a wise policy.
100% is a pipe dream. But if 80-90% can be prevented from entering that’s a huge win.

I would go for 80-90%. Stops birth tourism, and with the border closed those numbers are reachable. What value does a pregnant foreign woman add to the country?

...currently has 87 Republican co-sponsors, and a companion measure in the Senate has eight GOP co-sponsors. It would take a lot of education of the public about the issue to reverse how it sees it now.

HR 569 is too broad for me. I have a big heart though. If one party to the pregnancy is a citizen, then get married before the birth and the woman can stay. Otherwise go home and have the baby.
Second generation American. Grandparents came through Ellis Island. Became citizens. Kinda 0f the way it used to work.
The Supremes get it right sometimes, and wrong at other times. Just have to work with the decision. I have a suggestion I think has some merit.
There are two main categories of birthright citizens. If we’re stuck with legislative fixes (i.e. statutory fixes as opposed to either amending the Constitution or nullification) they would have to be designed to deal with each case. The first type of birthright citizenship is citizenship granted to babies of illegal alien mothers who wish to live in the United States permanently. These would be the offspring of poor immigrants from all over the world, but primarily from Latin America.
The second category is birthright citizenship granted to those born to mothers who are here legally as temporary visitors and who are deliberately sent here by adversaries such as China, in order to infiltrate our political system. Those children are typically children who return with their mothers to their home country to be raised there and possibly return to the United States as adults to act as agents for their home countries.
In the first instance, a possible remedy is to make it a matter of policy to deport every illegal who has given birth to an anchor baby in this country. The mother could be banned for life from ever returning to the U.S., with strict penalties for re-entry. The mother would then have the choice of returning to her home country alone or with her newborn. Most mothers would presumably choose to return home WITH their newborn. While not a perfect solution, it, in conjunction with the continuation of the strong border enforcement we currently have, would severely limit the number of birthright citizens from this category.
The second category would require a different approach. Most likely, a combination of strategies would be needed. Restricting visas for travelers from offending nations is an obvious remedy that could be instituted legislatively or even through Executive Order.
