Director of National Intelligence (DNI) Tulsi Gabbard on Friday declassified evidence showing that the United States government has funded more than 120 dangerous biolabs in over 30 countries, including 40 “especially dangerous” labs in war-torn Ukraine.
In a press release, the outgoing DNI stated that biolabs researching dangerous pathogens in Ukraine have been “at risk of compromise” due to the ongoing Russia-Ukraine war.
Gabbard stressed that risky Gain-of-Function research is continuing in some overseas biolabs despite President Trump banning the practice.
Gain-of-function research is a scientific process that genetically alters an organism to give it a new property or enhance an existing one, typically to increase a virus’s transmissibility, virulence, or host range.
Leading up to the COVID pandemic, former NIAID Director Dr. Anthony Fauci and the NIH funded research involving bat coronaviruses at the Wuhan Institute of Virology (WIV) in China, which many believe led to the release of SARS-CoV-2.
On May 25, 2025, Trump signed Executive Order 14292 to end federal funding of Gain-of-Function research around the world.
The EO states: “Dangerous gain-of-function research on biological agents and pathogens has the potential to significantly endanger the lives of American citizens. If left unrestricted, its effects can include widespread mortality, an impaired public health system, disrupted American livelihoods, and diminished economic and national security.”
Despite this, many of the taxpayer funded biolabs have continued to conduct research “using hazardous and highly contagious pathogens, in some cases to include dangerous Gain-of-Function research, with very little visibility or oversight,” according to the DNI.
A newly declassified document alleges that over 40 biolabs in Ukraine have conducted research on “Especially Dangerous Pathogens (EDP),” including Anthrax, tuberculosis, Swine Fever, MERS, SARS, Marburg, Ebola, and the Plague.
“Until now, evidence regarding the full existence and funding of these laboratories had been knowingly withheld from the American people. The information surrounding the existence, history, locations and funding of these US funded biolabs has been intentionally covered up by powerful people falsely, claiming that they do not exist and accusing anyone who says otherwise to be foreign assets and traitors to America,” Gabbard stated.
The DNI added that she has issued new guidance to the Intelligence Community directing increased oversight and collection on overseas labs, and has already learned that new clinical trials are currently being conducted at some of these facilities, “raising significant ethical, financial, and security concerns regarding these supposed public health initiatives and U.S. national security.”
“Despite the obvious potential for catastrophic global impact research on dangerous pathogens in biolabs can have, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people about the existence of US-funded and supported biolabs, and threatened those who attempted to expose the truth,” she stated, stressing that ODNI will continue working with the US Intelligence Community “to identify where these labs are, what pathogens they contain to end dangerous Gain-of-Function research that threatens the health and wellbeing of the American people and people around the world.”

And the media keeps telling us that the Deep State is a myth and laughs at anyone who talks about it seriously. This is why the only answer to government is to massively cut spending. There is no reforming government. There is no simply cutting waste and fraud. The Deep State will always win. It will always be able to outwait a Republican unless their agencies are shut down and the tap is completely shut off for good.
A pretty big deal. A friend of mine told me he saw one of the biolabs in Ukraine. He knew it was some sort of lab, but of course nobody was telling him the purpose of it.
His excuse to get inside was he needed to use the bathroom.
Who’s going to jail?
Any lab that analyses blood for a normal blood test is a "biolab". But for some reason, whenever people hear the word "biolab", it mentally translates to "biologic weapons research facility.
This report from Gabbard does not even claim that biological weapons were being developed at even one of those facilities.

I am going to go there. I remember when this Ukraine thing started and some of us on FR clearly stated the US biolabs over there did not help and while we hate Russia’s government we can see why they would be upset about US biolabs on their doorstep.
The reponse form the warmongering Ukraine purists then said it was a conspiracy, well here is another conspiracy proven true.

That short tale is pretty light on anything of substance and is awfully vague.

They are funding these labs either because they’re stupid or there’s money in it for them. Either way, it’s disgraceful.
We would do better picking our representatives the way numbers are picked at a bingo game. But I guess that would soon be rigged, too.
President Trump should stop all funding for these labs. All personnel should be fired.

Gabbard mentions 30 biolabs in Ukraine without mentioning that Ukraine has no Biosafety Level 4 (BSL-4) laboratories, and the country has two Biosafety Level 3 (BSL-3) facilities. For context, US has more than 1500 registered high-containment biological laboratories (Biosafety Levels 3 and 4). Most of the laboratories(BSL-2) in Ukraine that are supported are on the same level as a veterinary laboratory in the US.
BSL-4 (Highest Containment): There are zero BSL-4 facilities in Ukraine. These labs, which handle the most dangerous, untreatable pathogens like Ebola or Marburg, do not exist in the country.
BSL-3 (High Containment): Ukraine has historically maintained between one and two BSL-3 standard laboratories. These facilities are used exclusively for civilian diagnostic and research purposes, analyzing airborne or highly hazardous pathogens such as tuberculosis, anthrax, and COVID-19.
BSL-2 (Moderate Containment): The majority of Ukraine's public health and veterinary labs operate at BSL-2, which handles common moderate-risk agents like salmonella and HIV.
The United States houses at least 1,500 to 1,600 registered high-containment biological laboratories (Biosafety Levels 3 and 4), though the exact grand total of all bio labs is unknown. Because basic labs (BSL-1 and BSL-2) exist in almost every university, hospital, and high school, they are not centrally tracked.
She is speaking of “gain of function” labs. Not biological weapons labs.

Labs operating contrary to a Presidential order is no small matter. Their lower registered safety levels are more concerning than less. That Chinese lab in California wasn't operating at a high Biosafety Level, but the refrigerator contained some very nasty pathogens nevertheless.
