Whatever research was made illegal in the US will wind up getting performed overseas. Of the countries to choose from, best to leave out the adversaries. It’d likely be illegal in the “friendliest” of countries, so I presume a narrow field.

And if we are honest, that our adversaries would develop biological weapons for warfare is not news, neither is it news that our biolabs have for the most part been researching how to counter biological threats. If that were not the case, then the past 75 years would have been filled with mass genocidal deaths due to biological warfare, on a constant basis. That has not happened, other than possible ill intent on the part of the CCP with respect to Covid.

IF - a giant IF - he had any ideas about biolabs in the Ukraine, it would have been wanting to know what research they had been doing to counter his bioweapons.
Its much cheaper and effective to play with bioweapons in the countries of your enemies. Then you just let a few beagles or bats loose and your delivery system did its job. Launching a bunch of chemical or biological weapons from White Sands New Mexico, half way around the world is so 1970’s.
