Whatever research was made illegal in the US will wind up getting performed overseas. Of the countries to choose from, best to leave out the adversaries. It’d likely be illegal in the “friendliest” of countries, so I presume a narrow field.

What idiot would create bio weapons in another country outside it's direct control? We have at least 12 bio weapons facilities in the US.
