What idiot would create bio weapons in another country outside it's direct control? We have at least 12 bio weapons facilities in the US.
There are probably half a dozen large biolabs within 75 miles of my house.
Just about any decent sized research university has a bio lab. As do major hospitals. Pharmaceutical companies as well.
This is a click bait article without context.
And it would be much cheaper to build nuclear weapons in some foreign shithole, but we don't do that for the simple reason that we might lose control of the weapons.

WASHINGTON D.C. — After months of searching through Intelligence Community holdings and files, Director of National Intelligence (DNI) Tulsi Gabbard is revealing new evidence of longstanding United States government funding for more than 120 biolabs in over 30 countries. These biolabs include labs in Ukraine, which may be at risk of compromise due to the ongoing Russia-Ukraine war. For example, the Intelligence Community previously warned that a US-funded biolab in Ukraine likely housed dangerous pathogens and remained vulnerable to longstanding threats of Russian attack, seizure, or damage.
Until now, evidence regarding the full existence and funding of these laboratories had been knowingly withheld from the American people. The information surrounding the existence, history, locations and funding of these US funded biolabs has been intentionally covered up by powerful people falsely, claiming that they do not exist and accusing anyone who says otherwise to be foreign assets and traitors to America.
Many of these U.S. government-funded biolabs are currently or have previously engaged in research using hazardous and highly contagious pathogens, in some cases to include dangerous Gain-of-Function research, with very little visibility or oversight.
President Trump understands the serious threat dangerous Gain-of-Function research poses to the American people, which is why he took decisive action on May 25, 2025, signing EO 14292 to end federal funding of Gain-of-Function research around the world.
“Despite the obvious potential for catastrophic global impact research on dangerous pathogens in biolabs can have, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people about the existence of U.S.-funded and supported biolabs, and threatened those who attempted to expose the truth. DNI Gabbard issued new guidance to the Intelligence Community directing increased collection on these laboratories and facilities overseas. This directive is already providing new details on clinical trials that are underway at these facilities, raising significant ethical, financial, and security concerns regarding these supposed public health initiatives and U.S. national security. When I was working on my PhD at Harvard, my work was done at the Harvard Biological Laboratories, usually called the Harvard BioLabs.

There was nothing sinister about research at the BioLabs. I published everything openly in my PhD thesis and two highly-cited papers. Other BioLabs researchers also published everything openly.
It is too bad that “BioLabs” has taken on such an evil connotation! And it is very bad that there are disreputable researchers who are working to concoct vile diseases to plague humanity!
Particularly under the Biological Threat Reduction Program which started in 1998 to clean up the mess the USSR left behind after its collapse. When that was finished many of the labs were repurposed to deal with diseases or medical use.
When dealing with cleaning up biological warfare or diseases like Ebola or Swine Flu, your local doctor's office won't cut it. That's where BSL-III and IV labs come in. Research labs dealing with dangerous pathogens, have to be able to deal with dangerous pathogens safely.

Prohibiting GOF research in the US just means we do it clandestinely elsewhere. Sort of like how the CIA just has “Five Eyes” nations do their dirty work in the US.
Tulsi says there were 30 labs outside our country some with dangerous pathogens and gain of function capabilities.

The World Health Organization reportedly urged Ukrainian authorities to destroy research samples of disease pathogens to avoid accidental release should the facilities be damaged in the war. An emergency meeting of the UN Security Council, requested by Russia, discussed the issue on March 11. The United Nations High Representative for Disarmament Affairs Izumi Nakamitsu said that “certain public health facilities are in areas impacted by armed conflict putting the safety of those facilities at risk,” and that the United Nations is “not aware” of any biological weapons program in Ukraine.
