Honestly, I had no idea what a “skin mask” was. But if that is real footage, and who knows what is real these days, it does look weird.
I guess if you can get one of these “skin masks” that alters your appearance, and you are someone involved in active counter-terror or narcotics, and didn’t want to talk with you face blurred out....well, I don’t know.
If real-and who the hell knows what is today-it is strange.

Weird indeed. It looks like the “real” skin under the covering is moving and the uppoer portions of the “flap” also move in time with speech. But looking at the teeth/mouth and eyes, there is no tell-tale sign of a mask in that no straight edges indicating slits for those areas, etc.
Frankly, don’t know what to make of it. Nicked whilst shaving. It would have been a simple bandaid and not explaination need be given. But even then is seems pretty low for a shaving nick—but possible.

That was what I first thought, but-if genuine footage-it is moving rather oddly.
Unless someone can provide a cogent explanation of why someone thinks it is a ‘skin mask’ of why the guy might be wearing one, I am going to assume as you do that it is some kind of video anomaly or lighting.
Maybe he just has lousy skin on his neck and wore one. Maybe they caked the makeup on so heavily that it layered and broke loose. Or maybe it is just bad lighting or some error in the video that put it there.
It does look creepy though, the more you look at it. Maybe it IS an alien, and that is a second mouth!
Looking at the above still picture, the admiral has some deep folds and shadows with his neck. Thats age. But the original shows flaps covering that area and that is different indeed.
Personally I don’t understand why it would even be worthy of some kind of ‘conspiracy’.

The backgrounds are digital creations, not just projected images behind the individuals. The edges of where the person's hair or skin ends and the digital background begins is the trickiest point for the software to continually modify in real time.
It's likely that the admiral had a necklace or a collar that conflicted with the digital editor. The software, instead of showing the city image through a "window" in his neck, filled in the gap. To the viewer, it looks like the edge of a mask or a duplicate mouth.
This stuff is normally cleaned up in production if it's very obvious or distracting but a live exchange precludes such cleanup. If they had time, they would have him change his shirt or necklace that tripped the software.
It's usually harmless:
I wondered if it was a make up issue and maybe he did where a “neck mask” is there is such a thing to alter his deep neck shadows. But frankly, why would a man, much less an admiral worry about such vain things? A woman—I might understand... So it is a make up issue? That could be plausible.
I am trying to uderstand a realistic explanation other than a full mask that to hide his identity my looking like himself.
I go with some sort of make up trick or malfunction.
The reptilian believers are going to go into cRaZy conspiracy theories over this video.
