That’s the key point right there. The article seems to imply that the vice president can change Senate rules on his own. He can’t. But a simple Senate majority can.

Would a GOP simple majority ever eliminate the filibuster?
No. That would go against the time-honored etiquette of the Senate.

Would the next Democrat simple majority eliminate the filibuster?
Oh, yeah. In an instant.

The Senate can appeal the ruling of the Chair and overrule it pretty easily.
