That’s the key point right there. The article seems to imply that the vice president can change Senate rules on his own. He can’t. But a simple Senate majority can.

No. That would go against the time-honored etiquette of the Senate.

The Senate can appeal the ruling of the Chair and overrule it pretty easily.
