Maybe they have other evidence. Only the grand jury has seen it. They issued the indictment.
MAYBE they have evidence he purchased the shells. Or cameras caught him making the formation.
If you recall, he seems to “find” seashells with messages on them a lot.
If anything he should be indicted for being a Taylor Swift fan.

He deliberately initiated and conducted a false investigation based on false evidence to take down a sitting President. His actions cost American taxpayers millions of dollars for a hoax. He repeatedly lied to Congress. This asshat is lucky that the only thing he’s being charged with is tweeting a death wish about President Trump.
