In December of 2025, the Department of Justice (DOJ) reversed a Biden administration rule allowing VA hospitals and clinics to commit abortions. After Roe v. Wade was overturned in 2022, the Biden administration permitted VA doctors to commit abortions, even though federal law bars taxpayer dollars from funding abortions.
The change was made under Chapter 17 of Title 38 of the U.S. Code, which governs hospital, nursing home, domiciliary, and medical care for veterans, and had never previously allowed for abortions to be committed.
Yet in 2025, the DOJ issued a new rule saying abortion is not part of VA medical benefits. As Deputy Assistant Attorney General Josh Craddock wrote, "existing law unambiguously commands that VA may not provide abortions when furnishing medical care under 38 U.S.C. § 1710 or any other provision in chapter 17 of Title 38."
He added, “Nothing about our interpretation of section 106 undermines VA’s authority to provide infertility services or authorized pregnancy care." The Details:
Military.com reported that the new pro-abortion billboard campaign was launched near three major VA facilities in Georgia, New Mexico, and Virginia. The billboards include messages such as "We've got your six," military terminology meaning "we've got your back," written on them, along with a promise that the Brigid Alliance would handle all of the logistics: travel, lodging, and other assistance as needed.
"The main idea is to let veterans know that there are organizations out there who will help them get the health care they need, even though the VA has abandoned its obligation to take care of them in this regard," Janessa Goldbeck, a Marine Corps veteran and CEO of Vet Voice Foundation, said, alleging that veterans feel "abandoned" because the VA no longer commits abortions.
“The VA’s new policy strips veterans of access to essential reproductive health care and leaves many with no option but to travel long distances or go without care altogether,” Serra Sippel, executive director of The Brigid Alliance, said. “At The Brigid Alliance, 8% of our clients last year were U.S. veterans, military members or their families. Our courageous veterans should not have to be left navigating confusing and often dangerous barriers like shifting laws, inconsistent information, and growing legal risk just to get the health care they need. This campaign is about making sure they know they’re not alone in doing so. If this administration won’t show up for them, we will.”
Through the campaign, abortions will be available to veterans, service members, and their dependents.
“Our hope with these billboards is that somebody who maybe isn't aware of the policy change and walks into a VA clinic seeking care and comes out feeling distraught and abandoned, that they will be able to see this and know that there's a number they can call, someone they can reach out to help them get what they need,” Goldbeck said.
