Well, nobody can stop him from speaking the orders. Lots of people could attempt to stop him from passing those orders down the chain of command.

And I feel pretty confident in saying that there is a huge question mark as to whether anyone would actually use deadly force to prevent an illegal order to nuke another nation absent exigent circumstances like an incoming or imminent attack. If the President simply decided one day to launch 100 nukes at China, do you really think the military personnel in the chain of command would pass those orders along knowing it meant national suicide?
