The President cannot launch on his own say-so. He can order a launch, but that doesn't mean those orders will be obeyed. In my opinion, an order to nuke Iran without a declaration of war, or without any evidence that Iran was about to launch a nuclear attack of its own, would be an illegal order, and the military would refuse to carry it out.
