A Portland man is facing criminal charges after police say he left two young children at home for several minutes to make a fast food run.
According to court documents, Portland Police responded to a welfare check at the Columbia Park Annex on North Lombard on Tuesday evening.
Officers found a 3-year-old boy outside dressed in a shirt, shorts, and socks standing near neighbors.
The neighbors said he had thrown up and was frequently coughing.
The boy was able to lead officers to where he lived which was a few blocks away in the 7000 block North Dwight Avenue.
Police found the door wide open at the address and could hear another child inside.
When police went inside, they found an 8-year-old dressed only in underwear who appeared to have some sort of developmental disability.
The older child said his parents weren't home, and he was playing games and had no idea how to reach them by phone.
The officer was able to call a man, later identified as Herbert Lee Streeter the Third, 48, who said he had left to get food for the kids from McDonald's 10-15 minutes ago.
However, it had been 33 minutes since the welfare check and Streeter did not show up until after 6 p.m., more than 50 minutes after the welfare check.
When asked about the time discrepancy, Streeter said he stopped to speak to a friend. However, he he did not have any food from McDonald's or anywhere else, according to the documents.
The officer spoke to the children's mother who said she was unaware that Streeter had left the children unattended.
Streeter is due to be arraigned Thursday afternoon on two counts each of criminal mistreatment and child neglect.
According to court records, he was convicted of a felony sex offense in 1999 in Florida and for failing to register as a sex offender in Multnomah County in 2013.
He also has a felony conviction for delivery of heroin in Clackamas County in 2014.
Streeter was booked into Multnomah County Jail Tuesday night and released to pretrial release services the following day according to jail records.
