No, kidnapping is not always a federal crimes. There are numerous criteria for it being federal, but otherwise it isn’t. A google search will elucidate.
I also thought kidnapping was a federal crime. The following gives some information as to what changes a state crime to a federal one when it comes to kidnapping:

Yes I agree. It’s been shady from the beginning. Also, the sheriff’s office delayed informing the FBI and hindered them from the beginning. All around, shady.
One of the gloves was recovered in her home. That was sent to the private lab.
If there is suspicion that the kidnapping crosses into multiple States, or foreign nations, it becomes a federal crime, thus involving the FBI.
To state the obvious, proximity alone brings Mexico into the picture, compounded by the surveillance images, and the very nature of the crime, kidnapping being a fave among border gangsters.
