I’ve heard that it becomes federal if a state line is crossed. IDK if true.

No, kidnapping is not always a federal crimes. There are numerous criteria for it being federal, but otherwise it isn’t. A google search will elucidate.

No....most often it’s prosecuted by state officers. The Feds have concurrent jurisdiction when an overt act takes place on Federal land, involves a Federal officer or, most likely here, interstate commerce (eg telephone, email, text etc) has been used to commit the offense.
