Kristi Noem: It Is ‘Breaking the Law’ in Minnesota to ‘Conceal Carry Without an ID on You’
Breitbart ^ | January 25, 2026 | AWR Hawkins

Posted on 01/25/2026 4:41:59 PM PST by Morgana

During an appearance on FOX News’s The Sunday Briefing this week, DHS Secretary Kristi Noem stressed that concealed carry in Minnesota is illegal “without an ID on you.”

Her statement came after host Peter Doocy pointed out that the armed man who was shot and killed by a federal agent Saturday in Minneapolis “was legally a concealed carry permit holder.”

Doocy then asked, “Is your message to people who [have] concealed carry permits, that if they’re going to go to a protest, they should leave their gun in the car?”

Noem responded, “No, my message to individuals is don’t go impede law enforcement operations. That’s not legal, you’re breaking the law when you do that.”

She added, “It’s also breaking the law in Minnesota when you conceal carry without an ID on you.”

On Saturday, DHS noted that the man who was shot by a federal agent was carrying a 9mm handgun with “2 magazines and no ID.”

Minnesota’s carry law statute says, “The holder of a permit to carry must have the permit card and a driver’s license, state identification card, or other government-issued photo identification in immediate possession at all times when carrying a pistol and must display the permit card and identification document upon lawful demand by a peace officer, as defined in section 626.84, subdivision 1. ”

Also as a gun owner you are to put your hands up and tell an officer you are armed when you have a firearm on you. Any responsible gun owner knows this.

He was using Antifa techniques. If they look at his digital devices, they’ll find him consuming Antifa war instructions.

It's disgusting that a government employee in the United States is saying anything about having an ID in order to carry a firearm.

She should instead be saying, "Infringements such as carrying ID shall be removed from the inalienable right to keep and bear arms. The day is coming when our homeland is secure and there is no doubt that the person carrying is here legally."

This perp got shot because he was committing felonies and fighting with law enforcement while armed, but requiring citizens to carry an ID in order to exercise an inalienable right is repugnant to the Constitution.

So she should ignore the fact that he was breaking Minnesota law?

Finally, do not bring guns to gatherings and protests.
Kind of like not bringing gun on plane or court house.
Or to presidential rally.
LEO’s are justifiably worried and it can end up badly.
Like in this case!

She’s referencing the specific provisions of Minnesota law.

She just underlined that such is the state law, and he was in violation of it!
State laws should be obeyed too!
This is a battle against illegal immigration and its supporters, not a case for 2nd amendment debate.
In this conflict, using even bad state laws is 100% allowed.

I agree that would be better not to require an ID to carry a firearm, but then I believe open carry of any and all weapons at all times anywhere in this country should be the baseline.

That said, Sec. Noem is correct to observe that in Minnesota it is unlawful. Like you, I would like to see that change.

Personally, I have a bigger issue that this now dead Leftist abdicated his personal responsibility as a conceal carry permit holder to insert himself and he weapon into a highly volatile situation.

He should never have done what he did. When carrying concealed you must be the adult in the room and de-escalate. He did not do that, and now he is dead.

I take no satisfaction in his death, but I feel greater compassion for the agents involved who will have to carry this around for the rest of their lives because that guy decided to endanger himself.

Sec. 609.71 MN Statute subsection 2 also says don’t bring a gun to a riot, and defines riot as 3 or more people disturb the public peace.

Are you intentionally muddying the waters?

Walz made a big deal about Pretti being a lawful carrier. MN law says you must (like most shall-issue states) have your ID and permit on you when carrying.

https://www.revisor.mn.gov/statutes/cite/624.714

Subd. 1b.Display of permit; penalty. (a) The holder of a permit to carry must have the permit card and a driver’s license, state identification card, or other government-issued photo identification in immediate possession at all times when carrying a pistol

When you don’t follow your state’s law, you’re not lawfully carrying. I also like constitutional carry states, but MN isn’t one, and Walz is a liar.

You don’t take a loaded firearm to a protest gathering unless you plan on a shooting confrontation.

Peaceful protests are constitutional. Armed confrontations are NOT constitutional.

I’ve been to many everts that some would consider protests. Often armed. That’s for the security of myself and those with me.

January 6th. The DC law allows for the carry of knife, stun gun and pepper spray. I had all three.

I was once at a protest in West Virginia. Several were open carrying including a very obnoxious tranny counter protester. Nobody cares, including Sheriff deputies.

So she should ignore the fact that he was breaking Minnesota law?

There should be no such law on the books for him to be "breaking".

"A Law repugnant to the Constitution is void." - Marbury v. Madison (1803)

"...the right of the people to keep and bear Arms, shall not be infringed."
