@SenRandPaul
I just introduced the End Welfare for Non-Citizens Act to ensure taxpayer-funded benefits are reserved for Americans. This bill ends federal funding for programs like TANF, Medicaid, and SNAP for illegal immigrants, refugees, asylees, and new entrants.
A recent massive fraud scheme—estimated by federal prosecutors to reach $9 billion, shows exactly why we must do more to protect American taxpayers from theft and abuse. Safeguarding public funds is more urgent than ever.
The fraud involved dozens of individuals—many from Minnesota’s Somali community, who set up businesses and non-profits claiming to provide housing, food, or healthcare assistance, then billed federally funded state programs for services that were never delivered.
Nearly $700 million in cash was also flown out of Minneapolis airport by Somali couriers in 2024 and 2025 alone; averaging almost $1 million a day. This demands further investigation for ties to the rampant fraud.
I’ve been clear on this from day one, and the record backs it up. I’ve consistently pushed for accountability and real results, and we have the receipts to prove it.
Congress must protect hardworking Americans from fraud. Taxpayer dollars shouldn’t be stolen or sent to noncitizens, especially while our nation is deep in debt. It’s time to put Americans first and crack down on waste and abuse.

It used to be that we held them at Ellis Island if they couldn't demonstrate any means of self-support to keep them off the public dole, and then put them on the next ship back home.
Now, we bus them to luxury hotels and give the $5,000/month EBT cards.

Finally! Your buddy does something useful.
I'm not hopeful that the federal government will EVER reduce "waste, fraud and abuse." The first concerns about waste emerged go back to a very young Republic. Fraud is as old as the hills.
- 1830s–1860s: Newspapers and congressional reports frequently accused federal offices of corruption and waste. Common targets included customs houses, the postal service, Indian agencies, and military contracting. During and after the Civil War, journalists exposed fraudulent military suppliers and overbilling for substandard goods. While they did not use the modern phrase “waste, fraud, and abuse,” they clearly described the same problems (except for welfare fraud).
- 1890s–1910s: The Progressive Era saw famous journalists known as “muckrakers” arise (e.g., Ida Tarbell, Lincoln Steffens and Upton Sinclair). They published detailed exposés of government corruption.
- Between 1902 and 1906, major magazines such as McClure’s ran articles exposing federal contracting corruption, patronage systems, and regulatory capture. These are often considered the first modern investigative articles on federal waste and corruption.
- The hackneyed phrase “Waste, Fraud, and Abuse” is relatively modern, emerging during the 1970s–1980s. But that was still FIFTY years ago!

“May” vs. “Shall”, The first thing my lawyer daughter taught me was to stop reading anything that says “May”, unless you are trying to weasel out of something.

If you immigrate to the USA:
you get no welfare,
you must prove you have legal employment,
can speak basic English, and
whoever sponsors you must beheld liable for any costs.
Legal conviction of crime or fraud cancels visa and you are deported.

Plus, they had to renounce their allegiance (citizenship) to the country they exited

Rand wants attention headlines. This will go no where. He’s one of a hundred...but more ineffective that most of the other 99.

That’s probably why he introduced it. He knows it won’t go anywhere. It’s another one of his feel good moments, when he isn’t pushing for due process horseshit for illegals and drug traffickers.

I did....Non-citizens can be legal residents.
3 of my grandparents never became citizens. They raised 13 children....all born in the USA.
Illegals are an entirely different class. They forgot to knock first.

Something to cheer but I share general pessimism
It’s a difficult vote for some though — assuming it comes up — they won’t like it
