Senator Paul introduces the End Welfare for Non-Citizens Act

I just introduced the End Welfare for Non-Citizens Act to ensure taxpayer-funded benefits are reserved for Americans. This bill ends federal funding for programs like TANF, Medicaid, and SNAP for illegal immigrants, refugees, asylees, and new entrants.

A recent massive fraud scheme—estimated by federal prosecutors to reach $9 billion, shows exactly why we must do more to protect American taxpayers from theft and abuse. Safeguarding public funds is more urgent than ever.

The fraud involved dozens of individuals—many from Minnesota’s Somali community, who set up businesses and non-profits claiming to provide housing, food, or healthcare assistance, then billed federally funded state programs for services that were never delivered.

Nearly $700 million in cash was also flown out of Minneapolis airport by Somali couriers in 2024 and 2025 alone; averaging almost $1 million a day. This demands further investigation for ties to the rampant fraud.

I’ve been clear on this from day one, and the record backs it up. I’ve consistently pushed for accountability and real results, and we have the receipts to prove it.

Congress must protect hardworking Americans from fraud. Taxpayer dollars shouldn’t be stolen or sent to noncitizens, especially while our nation is deep in debt. It’s time to put Americans first and crack down on waste and abuse.

Federal Benefit Limits 8 USC 1621 prohibits most nonqualified noncitizens from receiving federal benefits such as Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), Medicaid, and the Supplemental Nutrition Assistance Program (SNAP). Even qualified noncitizens may face a five-year waiting period before becoming eligible for certain programs, reinforcing the principle that public assistance is reserved for long-term residents. Some federal programs provide limited exceptions. Medicaid excludes nonqualified immigrants from full benefits but allows emergency medical services. Federal housing assistance is generally unavailable to noncitizens, though mixed-status families may receive prorated benefits based on the number of eligible household members. Exceptions to Eligibility Restrictions Certain exceptions allow noncitizens to access public benefits under specific circumstances. Emergency Medicaid is available regardless of immigration status for life-threatening conditions. Immunizations and treatment for communicable diseases are also exempt from eligibility restrictions due to public health concerns.

Enforce the existing laws! Stop the theater.

No. No free lunch ... if you want to move to the USA you must:
1) apply at the USA embassy in your country
2) speak passable English
3) be disease free
4) have a marketable vocation
5) have a USA citizen sponsor

This is not enforced. If they’re legal most state/county welfare offices will sign them right up.

I want to see what’s in it first, then see who votes for it. I think if Rand Paul (or his aides) are writhing this, it will probably be pretty straightforward. However, once others get hold of it, it will likely grow into a gargantuan nightmare.

You used to need a sponsor to come to America that would vouch for you so you couldn’t become a ward of the State. I guess that’s not a thing anymore
Obviously Paul’s idea makes sense so it won’t go anywhere .

Chat gpt: No legislation sponsored by Rand Paul has passed Congress since 2016, according to all available public legislative records. Extensive searches of Congress.gov, GovTrack, LegiScan, and related databases show zero bills or joint resolutions sponsored by him that became law during this period.

Go Rand, it’s high time you got a bill passed.
