The act provides for a review to protect victims, it is a VERY HIGH bar to try to enforce that penalty when they will easily and likely accurately claim they were doing just that, a due diligence review per the Epstein Act.

Epstein was a bad person who paid dozens of under age female prostitutes for massage sex.
There is no evidence that Epstein paid anyone for sex after he pleaded guilty to one count of under age prostitution.
In fact, the charge Epstein pleaded guilty to in 2007 actually happened in the 1990s - 10 years earlier.
