My first thought was that it was the Russian.
Russian health care is not unversally up to standards in the rest of the world.

Had an older retired Navy chief friend of mine say a few years back if he found something to give him an erection for four hours he wouldn’t call a doctor he’d go bragging about it to his neighbors..
