Yes, in Wisconsin we do carry “sort of concealed”. Its only in strange authoritarian states that they come up with these ideas that one is better and the other should be illegal.
You arent “open carrying” if your weapon is partially concealed but “concealed carry” can not commit the crime of printing and it is not considered brandishing or anything else if the firearm is partially covered. If you are open carrying and your fire arm becomes partially covered then you still arent “printing” you are “concealed carry without a license”.

We have different knife laws also. Here a knife is a tool, not a weapon. I can have a little razor hidden in a seam or I could strap a zweihander on my back. A blade only becomes a “weapon” and only is considered “concealed” if one uses it to commit a crime because this shows you had premeditated intent to commit a crime.
I will never have to tell a judge that because I can not be brought before a judge for the imaginary crime of “printing” as concealed carriers are allowed to “sort of concealed” carry.
These things are determined on a state level, not federal, and none of the states agree on exactly the same laws for arms any more than we all have the same traffic laws.

When I was growing up, our Christmas stockings always had oranges and Brazil nuts and another nut whose name I can’t recall…my friends always had candy and toys and I was always disappointed with mine because of it. (Of course, I never complained, because we just were not raised that way).
Fast forward many years and I learned the many years of tradition that my mother followed when filling our stockings. I loved her even more when I realized this. It was just something she never explained to us, wish I had known sooner.
