My dad got stationed in Italy in the 60s, while we were there it happened to my mom on multiple occasions.......used to piss her off to no end.

Michael Blanco - Griselda Blanco’s son - told a similar story about how, when he was 7 or 8 years old, he grabbed a woman’s backside at his parents’ party because of the same reason - Latin machismo culture. The woman’s husband screamed at Michael. The one twist here is that Blanco’s father then took the husband out behind the house and killed him.
With respect to this story, the newspaper is inappropriately making light of this situation by calling this guy a “spanker”. He assaults them; it doesn’t matter that he hits them on the backside. That still is assault. And he pulls their hair too. If they were alone, he might do worse.
That was also the American culture about 60 years ago.

My introduction came 1964 when I was 13 at a movie theatre in downtown Ithaca, NY. Two or three black girls were acting up during the movie as they are won’t to do. I asked them politely to be quiet. They got more unruly and louder. I went up and got the theater manager and he got them to be quiet.
Movie ended and I was in the exit aisle when WHAM! Wheeled around and socked hard in the face by one of the bruthas.
You never forget those lessons.

Tall black man rubbing up against women? More likely. Probably a “light skinned” black dude or tranny. They do this crap all the time at Target stores around here. Their grain security cam photos are constantly on the news around here. Avoid Target - it really attracts the weirdos.
Years ago, many women told me they were pinched while visiting Italy. I do hope that “custom” has changed since then.
