I think you’re being naive - if not thoroughly disingenuous.
Kelly means both.
That Trump is giving illegal, fascist orders, and unless the military disobeys, they are legitimate targets.
Who was the target audience? It wasn’t generals and admirals. They are well educated in this regard and overall. Most officers are well educated in this matter and nearly all are college educated. I would say the same of senior enlisted.
That leaves junior enlisted. This was likely the targeted audience.
Consider this; the Commander in Chief issues an unlawful order, what should the senator’s action be? Call for an emergency session of congress? Seek redress in federal court? Or encourage junior enlisted to mutiny?
The last one is clearly inane. Outside a true illegal order, discontent is his only hope.
He was a ranking officer in the Navy. He knows the President isn’t doing anything illegal. It wasn’t illegal to fight undeclared wars in Korea and Vietnam, you can add Afghanistan and Iraq to that. It wasn’t illegal for our incursions into Pakistan. It wasn’t illegal for Clinton to lob missiles into Serbia. It seemingly was illegal to kill an American in a foreign country. It wasn’t illegal to invade Grenada, nor to invade Panama and forcibly remove its leader (a situation very close to the one that exists in Venezuela.). I could go on.
Bottom line, we have, for the past 75 years vested more and more authority in the executive branch and now dems are shocked by its breadth of authority.
It’s not one or the other. It’s both.

Oh stop! All six of them were hoping to sow the seeds of discord in our military personnel. They are guilty as sin of sedition but likely will get off with a warning. 🙄

They will do no such thing. This was all a part of the plan. Opening salvos so to speak. I don’t think at this point they are in any legal jeopardy either. They even have billboards up now all over the place calling for the military to disobey Trumps orders.

They are in jeopardy morally, but they won’t be legally. That is all that matters to these people. Morally wrong means nothing to them.
Maybe they were just doing it at the behest of the cartels and other foreign actors who are paying them off on the sly.
If you accept the notion of plausible deniability, then it might be innocent. I guess it depends on whether or not you look both ways before you cross the street as a pedestrian.
Me? I look both ways before I turn onto a one-way street, or enter a roundabout.
Why not both scenarios? They intended it for the military and they intended it for their hysterical followers.

Regardless of their intent Kelly and his seditious co-conspirators are responsible for the results of their video. I believe they should hang for subverting the military chain of command.
