Troops aren’t required to obey illegal orders. Why back down from that position? Chain of command being what it is, it’s incumbent upon those at the top to determine what is or isn’t an illegal order. There may be some rank and file underling dumb enough to decide that they know best, but they’d be dealt with.

That said, I believe that Kelley and company have nefarious intent. Proving it might be well nigh impossible.
