Remove anti-baiting laws, remove limits, allow trapping, and allow outright culling by licensed pest control companies.
In addition to bow hunting for closer quarters than rifle or shotgun, hunting/culling in close quarters needs to be authorized for harpoon guns, where the cable length is set to prevent the harpoon from risking human lives downrange.

As land use has gotten more restrictive, more hunters are willing to pay for hunting rights on someone else’s property.
Enterprising farmers plant food crops to attract deer, then sell hunting leases on their land. Then they make money off crops they don’t have to harvest.
So you’ve got hundreds of farmers in every whitetail state with a financial interest in feeding, protecting and increasing their whitetail herd.

Problem here in GA and in MD where my kid lives they have invaded suburbia. Extremely destructive pests, can’t have a garden, eat your ornamental plantings. Ate portions of my LED Christmas lights - destroyed the lights. Ate the ornamental mums we had on the porch. BUT you’d have to be crazy to fire a rifle anywhere near here. You’d likely hit someone’s house or kill somebody. They’re too big to trap and there are no rules that let you poison them. Do you just have to put up with them and if you’re thinking about a fence the can hop over a 6 ft fence without much trouble.
I grew up on the Eastern Shore of Maryland, saw maybe 1 or 2 deer every summer. It was very rural and people hunted.
Now, over 50 years later, my Mom still ives there on a 300 acre farm, but it’s surrounded by development. You can’t hunt within so many yards of a dwelling. So the deer multiply like crazy. They are like rats with antlers, danger to traffic.
I’ve seen 10 in her yard. The farmer hired a professional hunter who took 30 off the property, and the next year it was like nothing had been done.

I used the word ‘neighborhood’ loosely. Where we live, gun hunting is legal on our property. The deer eat the plants out of season and I am reluctant to kill them illegally.
Maine has started with doe and buck killings. Too many does.

When deer season came, we were eating deer meat for breakfast. It was a real big deal.
I am an NRA member since I was a kid, and know Hunters are the salt of the Earth. That said, the deer in my backyard just decided they liked me, and became tame, and I have gotten to know them, and it is astonishing how human they are. You can communicate with them, they will mime thoughts and requests to you. And some are astonishingly smart and even noble and self-sacrificing, especially mothers for fawns. Have had a daughter who wanted to eat with mom, who was standing next to me, motion with her nose for me to go in the house, pushing her nose at me, and throwing it at the door on my house. I have seen a mother, hearing a jogger run by where another mother’s baby was, run out into the road, and challenge the jogger to chase her, to guide the jogger away from the baby. I even cut up apples for them sometimes, and I have had a few actually push their nose against mine in appreciation. And you watch the families interact, and it is just like humans.

It is just weird now to think of them hunted. It is very much like someone telling me they hunt the poorer Chinese people in the city, because they are too overpopulated. I am thinking, “I know those people, they are nice people. But the people setting up stands by the subway exits and strapping the Chinese guys to the roofs of their cars just have no idea.
We have several deer bedding down in our backyard in town at night and we have a herd of about 10 that we feed on our rural property. They also sleep on the ridge behind our RV.
Georgia has been lousy with terror decades. The season limit is 14 at two per day. I don’t know what it is today but it used to be 2 per year and 1 per day in FL. Quite a contrast.
