They already have.
Through puppets of course.
Occasionally you have a sheriff or mayor who doesn't play ball and they get murdered. Usually horribly.
And that really does not look like much of a riot from what I saw.
More a "protesta". Which are generally staged.

Over the years the Mexican government has committed a lot of massacres, the most notorious occured a few months before Mexico hosted the 1968 Summer Olympics.
Americans know jack squat about the history of our southern neighbor.
