A growing number of Republicans on Capitol Hill have raised concerns about President Trump’s expanding war against drug cartels carried out without consultation or authorization by Congress, and are pressing for more information and involvement in a campaign whose legal basis remains murky.
Most in the group have not expressed explicit opposition to the strikes that have been carried out so far against boats in the Caribbean Sea and, this week, expanded to the Pacific. The vast majority of Republicans have enthusiastically rallied behind them, and this month, all but two of them voted to block a measure that would terminate the president’s campaign.
But for a G.O.P.-led Congress that has seldom questioned Mr. Trump on any matter, foreign or domestic, the skepticism reflects a rare and potentially significant bit of dissent over a widening war.
“We have oversight responsibilities, and we expect to get our questions answered,” Senator Mike Rounds, Republican of South Dakota and a member of the Armed Services Committee, said in an interview on Wednesday.

Pre-DoD, we has a Department of the Navy, and a Department of War.
The mostly unlegislated, unspoken agreement in the American polity was that what the President needed to do to protect the country, that he could do with the Navy (and the Marines, who were part of the Navy), he could do without obtaining a declaration of war from Congress.
If he needed the Army, if the Department of War was needed, it was time for - TA-DA - a declaration of war.
This was operational and basically worked for the first ~170 years of this country’s existence, before the creation of the combined DoD.
What we are seeing is very much in line with American history.
The Constitution is no longer valid once a vessel is more than 12 miles from shore. There is no real law in international waters. Any “law” out there is a contrivance of treaties that are mostly ineffective.

The lawyers are threatened by any activity not tightly controlled by lawyers.

Spot on! China is in on, what looks to me, a chemical attack on our population. There are many BAD actors making money from the economy of the drug market. All create bad consequences. Not only is there the overdose deaths but those involved in the distribution are killing each other to protect their market. Also, these drugs are used to control women used as sex slaves. Their lives are destroyed by their greedy owners. Less mothers to raise the next generation.
It is the corruption of elected officials to disrupt ICE efforts to round up criminals involved in the Industrial Drug Business, that is disturbing. Lucky President Trump has the legal experience to block the judges throwing legal wrenches into the ICE operations.
The attraction to make a big income selling drugs takes people out of making a normal income based on their skill. That takes them away from learning a skill, getting an education and being responsible to a family and the next generation. It undermines our society—something China aims to do.

Rand is wound up about the boat crews? Here’s the deal; everyone who ever tried weed or coke knows that what they’re doing is illegal and has legal consequences. Every single one. Getting caught with a joint is a problem. Getting caught with more contraband is a bigger problem. Getting caught with tons of cocaine has bigger penalties than getting caught with a roach in the ashtray. And they know it.

“Six male narco-terrorists were aboard the vessel during the strike, which was conducted in international waters — and was the first strike at night,” he said. “All six terrorists were killed and no U.S. forces were harmed in this strike.”
