The Russian ships appeared to be waiting for this ship to appear and, according to the photos in the report, Brown believes the US photographed the incident using a top-secret submersible vehicle.
The whistleblower explained that the ultimate goal of Immaculate Constellation is to achieve global surveillance of all UAPs worldwide.

I would like to know what happened after the uap met up with the Russians.
Best I can tell, the report itself doesn’t discuss or mention that. Matthew Brown must be speaking of another doc.

These are not vague anecdotes—they’re structured, incident-specific observations gathered across decades and services.
The ‘Conclusion’ reads like part of a movie script; not the way government entities write.

I was reading the report.
You're right—the tone is dramatic. But this isn’t a standard government report. It was written by a former national security official acting as a whistleblower and cleared by DOPSR (the Defense Office of Prepublication and Security Review) to ensure no classified material remained.
Though submitted to Congress, it’s more of a personal exposé than an official document—so the emotional, movie-like tone was likely intentional to leave an impact.
Still sounds contrived to me.

What baffles me is that any/all information about UFOs is classified.
Why classify it?
Probably because they have no idea what a lot of it is; and the ones they do know about are probably ours.
It’s all sci fi until someone brings on to the air show and gives 5 min rides into space. Until then it’s just talk talk.
The headline states the claim of “secretly studying alien tech”.
Yet the article then throws in weasel words like “possible meaning”, “have allegedly built”, “claimed that”, and “advanced technologies not made by any known nation”.
Twisting the story claimed in the headline to the weasel-worded statements in the article is one characteristic of gaslighting.
The headline also waves the emotional phrase, “fears execution”, while the article only states, “... yes, on paper, that includes life imprisonment or even capital punishment in rare cases tied to espionage.’ However Brown does not admit to spying for another country, but only possibly leaking classified information to the public.

Well there is something there. Photographic sightings backed by by radar are compelling evidence. These things have been observed at least since WW2. They are unlikely to be earth govt technology since never in history has technology with military applications not been used.
We have large triangular craft that act as flying aircraft carriers.
Supposedly the lift comes from toroidal engines that spin and provide lift that works by negating gravity. There are three such engines, one at each corner.
The development of these craft coincided with the development of STL and VTL jets which could easily be deployed on these platforms.
I agree with you—but you do understand that if you could prove it you would be guilty of leaking national security secrets.
