Ukraine, Europe's ceasefire proposal includes US security guarantees, no recognition of Crimea, Reuters reports

A copy of the peace proposal given to the U.S. by Ukrainian and European officials earlier this week includes "robust security guarantees" including from Washington, and no talks on territorial concessions until a "full and unconditional ceasefire in the sky, on land and at sea" has been implemented, Reuters reported on April 25.

The document, reprinted in full by the news outlet, contains numerous points that show the diverging viewpoints of the U.S. on one side, and Ukraine and its European allies on the other as they seek to end Russia's full-scale invasion.

The Trump administration has so far refused to offer Kyiv any security guarantees, but the Ukrainian proposal calls for an "Article 5-like agreement" backed by the U.S. while NATO membership for Kyiv remains off the table.

Earlier this week it was reported the U.S. could give de jure recognition to Russia's control over occupied Crimea, but the Ukrainian and European proposal insists that "territorial issues will be discussed and resolved after a full and unconditional ceasefire."

The proposal also demands that sanctions on Russia only be eased after a "sustainable peace" has been achieved, a move the White House is reportedly considering implementing even before a peace deal has been agreed on.

Other points call for the "return (of) all deported and illegally displaced Ukrainian children," the implementation of the minerals deal, and that Ukraine "will be fully reconstructed and compensated financially," including through the use of Russia's frozen assets.

Washington's allies have been voicing growing alarm over the Trump administration’s proposed framework to end the war in Ukraine, which would allow Russia to retain seized Ukrainian territory.

Multiple diplomatic sources told CNN that officials in Europe and Asia are bracing for the outcome of renewed U.S.-Russia talks and fear the plan sends a dangerous message.

"If one country in Europe is forced to give up parts of its legal territory... no country in Europe or elsewhere can feel safe, NATO or no NATO," one diplomat told CNN.

In high-level meetings held in London on April 23, U.S., European, and Ukrainian officials reportedly made progress in narrowing differences.

U.S. Special Envoy Keith Kellogg called the talks "candid, positive and productive." At the same time, a European official said negotiators had "managed to convince the Ukrainians to convince themselves to get in a more U.S. administration-friendly position."

Still, the core issue — territorial concessions — remains fraught. A German official acknowledged that "the Ukrainians are coming around," but emphasized they "have red lines they cannot cross."

They won't stop until the last person is dead, and that will be Zelensky and his wife.

Last Friday there was a car bombing in the Russian city of Balashikha that killed Lt Gen Yaroslav Moskalik; he was the deputy head of the Russian equivalent to our FBI. This appears to be the latest in a series of assassinations of senior Russian officials carried out by Ukrainians or their proxies most likely ordered by Zelensky.

Zelensky is most likely still around because the Russians have determined that killing him was not in their best interests. These types of actions by the Zelensky regime could change the balance in the determination as to whether the Russians feel it is in their best interests to keep him around. Eventually Matthew 26:52 is likely to catch up with Zelensky; I would not count on his or his wife's longevity.

There is no way Trump will commit our military in Ukraine.

Take our intel, weapons, and money away and Russia will take over the whole dang place pretty darn quick. And it looks like that is what needs to happen.

Anybody who has been watching the actions of both Zelensky and the European leaders has to know there is no other option if they walk away from this final proposal. The negotiation is done; if they refuse this we walk away. They know that; if they reject it THEY are to blame for what comes next.

You can’t force peace on people Hell-bent on war.

Absent a major epiphany and attitude change by Zelensky and the EU that leads to a breakthrough in negotiations, President Trump needs to suspend negotiations and walk away.

When he does, the Russians are probably going to pick up the pace of the fighting and the media is going to go on an all out propaganda binge pushing the “Trump Lost Ukraine” narrative to generate political pressure try to force Trump into military intervention in Ukraine.

All of the negotiations with Zelensky and the EU have been driven not by any desire for peace but only to ensnare President Trump and the US into deeper involvement in the Ukraine war.

They want the US to stop the war in Ukraine on their terms, force the US to foot the military costs post war Ukrainian security guarantees and to underwrite the costs for a Ukrainian reconstruction that puts the EU and the Party of Davos as de facto owners in control of post war Ukraine.

That was the plan under Biden and they are but one future Democrat (or UniParty) President away from making that happen

I think Kamala Harris and Victoria Nuland should pay for the reconstruction. They are the ones who wouldn’t let Zelensky negotiate peace before Putin invaded.

As always, though, the real enemy here is the media. These players are putting all their eggs in the media basket. By now, though, if enough of we the people aren’t wise to the media’s treason we may as well call it quits. I think the bigger issue is how we the people manage to let our views make any difference. Judges certainly aren’t letting our vote make any difference.

Info on aid to Ukraine is at https://www.ukraineoversight.gov/Funding/ .

I don’t know what all of that goes to USAID and has been cut off (or actually, even whether judges have allowed the USAID cutoff to stand), but the 34.6 billion in the economic assistance fund has almost all already been spent, which is what has kept the Ukrainian economy afloat. Now Ukraine is saying they won’t pay back the over $20 billion in loans that the US has given.

Also, of the military aid that we gave to Ukraine, I think Zelensky said they have no idea what happened to 60%(?) of it. So that’s been sold on the black market (to groups against the US, most likely - very probably the cartels that we’re now going to be engaging in full war against) and has added much to the economy in Ukraine. $40.5 billion was appropriated to replenish US stocks from what we gave Ukraine so that could be another $20 billion worth into the Ukraine economy because of weaponry sold on the black market.

But we’re supposed to pay for all the rebuilding caused by their own refusal to accept reality.

These people are high on something really powerful.

If the EU wants to make mandates, I have zero problem with that. As long as they don’t expect the U.S. to back those mandates up. Way past time for Europe to manage itself.

This fairly well sums up the present - notice that it is all about Ukraine. It does appear to eliminate NATO membership for Ukraine but does not rule it out conclusively. A deal without giving Russia access to its naval ports in the Crimea seems very unlikely.

When will Ukrainians tire of giving up tens of thousands of Ukrainian lives in order to try to block Russia from its centuries long access to the Crimea AND addressing the needs of Russians in eastern UKR?

I suspect that the only road to peace here is the Ukrainian people removing Zelensky from office; Zelensky does not have the maturity and humanity to make compromises in order to stop the killing of his people. It seems likely that Europe is exploiting this weakness of Zelensky.

A deal without giving Russia access to its naval ports in the Crimea seems very unlikely.

When the west tried to swindle Russia out of access to its naval ports in Ukraine, that was the last straw and Russia took Ukraine back [it had been Russian since the time of Catherine the Great]. We will have mutual suicide by nuke before Russia gives up Crimea. It's their vital interest and we have none except to FA with Russia.

This is the core of the European stakes involved in Ukraine. Europe KNOWS that Russia can never give up the Crimea, their only warm water access to the world's oceans AND the key to their status as a global naval power.

IOW, Europe wants Russia defeated - - - but they can't achieve that themselves so they want the Yanks to bankroll the conflict and most likely to carry the burden of supplying troops. Their leverage in order to accomplish this prod against the U.S. is NATO.

Obviously the Trump team has hinted at the possibility of withdrawing the U.S. from NATO. Europe is gambling that the U.S. is just bluffing and convincing Zelensky to hold out against a peace deal. Europe screwed us repeatedly in Ukraine during the Bitem Administration. See my post portraying this.
