A copy of the peace proposal given to the U.S. by Ukrainian and European officials earlier this week includes "robust security guarantees" including from Washington, and no talks on territorial concessions until a "full and unconditional ceasefire in the sky, on land and at sea" has been implemented, Reuters reported on April 25.
The document, reprinted in full by the news outlet, contains numerous points that show the diverging viewpoints of the U.S. on one side, and Ukraine and its European allies on the other as they seek to end Russia's full-scale invasion.
The Trump administration has so far refused to offer Kyiv any security guarantees, but the Ukrainian proposal calls for an "Article 5-like agreement" backed by the U.S. while NATO membership for Kyiv remains off the table.
Earlier this week it was reported the U.S. could give de jure recognition to Russia's control over occupied Crimea, but the Ukrainian and European proposal insists that "territorial issues will be discussed and resolved after a full and unconditional ceasefire."
The proposal also demands that sanctions on Russia only be eased after a "sustainable peace" has been achieved, a move the White House is reportedly considering implementing even before a peace deal has been agreed on.
Other points call for the "return (of) all deported and illegally displaced Ukrainian children," the implementation of the minerals deal, and that Ukraine "will be fully reconstructed and compensated financially," including through the use of Russia's frozen assets.
Washington's allies have been voicing growing alarm over the Trump administration’s proposed framework to end the war in Ukraine, which would allow Russia to retain seized Ukrainian territory.
Multiple diplomatic sources told CNN that officials in Europe and Asia are bracing for the outcome of renewed U.S.-Russia talks and fear the plan sends a dangerous message.
"If one country in Europe is forced to give up parts of its legal territory... no country in Europe or elsewhere can feel safe, NATO or no NATO," one diplomat told CNN.
In high-level meetings held in London on April 23, U.S., European, and Ukrainian officials reportedly made progress in narrowing differences.
U.S. Special Envoy Keith Kellogg called the talks "candid, positive and productive." At the same time, a European official said negotiators had "managed to convince the Ukrainians to convince themselves to get in a more U.S. administration-friendly position."
Still, the core issue — territorial concessions — remains fraught. A German official acknowledged that "the Ukrainians are coming around," but emphasized they "have red lines they cannot cross."

Also, Ukraine expects Russia to pay for war damage in Ukraine. The EU has frozen Russian assets and Ukraine wants the funds to rebuild Ukraine taken from those assets.

Kyiv Independent "reporting" Reuters is much like that now-known Pelosi "wrap-up smear," in which the game of Chinese whispers is played out in real life. Someone said something to someone who says something....
Clicking through the Reuters links, one finds they link to themselves. It is in fact a circle, linking back to itself through several pages. No further citations. Therefore it is true that they assert that "Reuters has seen the text...."
And of course, being "proposals," they are not an actual agreed-upon agreement. It's halftime. It's been halftime, talking heads analysis of a game which hasn't come anywhere near to the last two minutes.

I think that’s becoming increasingly clear.
We’re going to have to walk away after they refuse our last offer.
They won’t stop until the last person is dead, and that will be Zelensky and his wife.
But if the US cuts off ALL funding for Ukraine, the Ukrainian people will soon realize that Zelensky is milking them dry and that may change the picture a bit.
I didn't repeat all the terms below, but mostly focused on US involvement and those which are likely to be rejected by Putin (or have already been rejected). It seems Ukraine is to be the sole beneficiary of the deal.
Kyiv's terms for peace negotiations to take place:
Full ceasefire prior to negotiations.
Ceasefire monitoring effort is lead by US and supported by other countries
US to provide 'article-5 like' protection and intervention if Ukraine is again attacked by Russia.
(ransomnote: Note the 'article-5 like' phrase; I think it means Ukraine expects the US will likely leave NATO, but wants the US to commit to NATO's article 5 vow to directly intercede - boots on the ground - to protect Ukraine. This has been NATO's objective in their proxy war from the start. Hegseth already specifically said the US would not support NATO's article 5 in the Ukraine)
Ukrainian officials have not reached a consensus on NATO membership. (ransomnote: The war largely started because UK and Ukraine were signaling likely NATO membership, a red-line for Russia for decades).
No restrictions are to be made on the Ukrainian military.
No limits on friendly foreign military presence, operations, arms etc. in Ukraine. (ransomnote: This is after NATO built and equiped an army in Ukraine prior to provoking war)
Ukraine pursues admission to the EU (ransomnote: Putin has said this membership was permissable to Russia).
Ukraine regains control of their nuclear powerplant, currently controlled by Russia. President Trump had previously said perhaps the US could control the plant, which Zelensky said was impossible and that the nuclear power plant couldn't be operated without Ukrainian control.
(ransomnote: The Ukrainians had fired on the nuclear power plant previously, and they conducted a second incindiary attack on it. I wonder if the US is concerned the power plant could be used to refine nuclear fuel for weapons? Likely it's not modern enough though.)
Russia is to pay for Ukraine's war damage. Russian assets currently frozen in the UK are not released until Russia has repaid Ukraine for all damage.
Sanctions on Russia remain in place until proof of sustainable peace. If Russia violates the peace agreement, then all sanctions return.
All children removed from Ukraine are returned.
(ransomnote: Abbe Vigano has said the Ukraine has a horrible problem with chlld trafficking, organ harvesting etc. I did read an account by a shocked Russian soldier who said he enterred a building in Ukraine and on both levels of the structure, there was proof that children were 'butchered'. He said what he saw changed him as a person; he couldn't be the same as he was before)

There is no rational person would think the Russians would agree to it.
Of course, neither does Zelensky and the EU. Both want war and want to find a way to drag us into the war.

TIme is running out for this current round of peace negotiations in the Ukraine This is all about a very dangerous political blame game. Zelensky is desperate and the EU leadership is feckless and totally unserious in their outlook on the Ukraine.
Rather than accept a Trump Team brokered positive peace agreement, Zelensky and the EU wish to force a military crisis and much more death and destruction in Ukraine so they can try to pin the blame for the Ukrainian downfall on President Trump and possibly pressure the US into direct military intervention in the Ukraine.
