Communist dictatorships China and Russia are “friends forever, never enemies,” Chinese Foreign Minister Wang Yi declared Tuesday during a visit to Moscow.
“The principle of ‘friends forever, never enemies’ … serves as a solid legal basis for advancing strategic cooperation at a higher level,” Wang told Russia’s RIA state news agency in an interview as reported by Reuters.

But, most of Russia east of the Urals can be claimed by the Middle Kingdom on historical grounds......especially Russian maritime areas like Vladivostok. There are few Russians in their east, but lots of resources.

i remember in the 70’s when china and the soviet union were always on the verge of going to war over their common border, both HEAVILY fortifying said border with massed troops on both sides ...
Putin and modern Russia are no more communist than the US (arguably the deep state is closer to communism than oligarchic Russia, which at least cares somewhat for ordinary Russians in a way that is entirely lacking in America's oligarchy.) It's time to get out of the 1980s for crying out loud.
That said, the statement in the OP is diplomatic nicespeak gibberish. Russia and China have fought many wars and skirmishes over the years along their frontier. For the time being China is happy to sell manufactured goods to Russia in exchange for commodities, but there is no inherent reason to imagine that is a permanent state of affairs.
