Perhaps just early negotiation positioning.
If Russia can demand accession of oblasts that they don’t completely control, then Turkey can demand realignment of territories that Russia currently controls.

Türkiye instead of Turkey? Well, okay. Then why not spell Ukraine as Україна and Russia as Россия?

Does it really matter what they think?They control more than half the Black Sea coast, and access of warships via the Bosporus and Dardanelles, so if they want to boost their status with the non-US NATO powers and use their assets to help Ukraine and Western Europe to fight Russia in Crimea, then, yes, it matters a lot.
