Yep, sounds like someone who would tune into The View on a regular basis at their Civil Servant position every day, regardless if they had a half of brain or a fully functioning high IQ brain.

If you did have, say, an IQ of 75...ever wonder how many people would notice?
I spend considerable time every week between two universities, where I talk with a lot of students. I try to draw them out, but overall, I suspect there’s little education and less common sense in their heads. So I could probably be accepted as normal, while employing only half a brain.
But in the general population...hmm.
