PUBLIC IMPROVEMENTS NOT POPULAR IN THE SENATE.

WASHINGTON, Friday, Feb. 17.

The Senate Military Committee, to-day, had under consideration the Niagara Ship Canal, Illinois Ship Canal, the Rock Island Improvement Bill and the East Tennessee Railroad Bill. The committee instructed the Chairman to report adversely upon all these schemes, on the ground that the present condition of the Treasury would, not warrant the large appropriations called for by the said bills. They decided, however, to report a bill to appropriate a sufficient sum of money to employ competent engineers to make a survey of the ship canal schemes during the coming Summer, and report all the facts to the next Congress, that the committee may have something definite in regard to these important measures.

THE LOAN BILL.

The Ways and Means Committee, at their meeting to-day, informally considered the Loan Bill, but came to no conclusion thereon. They meet every morning and will do so until the adjournment.

INCREASE OF THE SALARIES OF TREASURY CLERKS.

Secretary FESSENDEN and Mr. MCCULLOUGH, Comptroller of the Currency, to-day called upon both the Senate and House Committees of Finance, and have asked that a bill be brought forward for an increase of the salaries of the clerks employed in the Treasury Department. They insist that it must be done before Congress adjourns, or the efficiency of the department will be greatly impaired by losing a large number of their best clerks.

THE GOODYEAR PATENT.

The House Committee on Patents will report upon the extension of the Goodyear Rubber Patent next week.

PERMITS TO TRADE IN INSURRECTIONARY STATES.

The following are the names of some of the principal holders of permits to trade in the insurrectionary States, together with the amounts of cotton allowed by their contracts:
