President Trump will (helpfully) get the Impoundment Act matter up to the USSC.

Agreed—if we could nuke Impoundment that would be a huge win.

As it is President Trump may have to spend like crazy by the end of the fiscal year to comply.

The other possibility is that the Republican Congress put language in the March continuing resolution giving the President explicit authority to impound any waste, fraud, abuse and evil items buried in the budget—and explicitly giving him the authority to call them as he sees them.

If it makes them feel better they could request a written explanation of all impoundments be provided within sixty days after the impoundment is made.
