Special Dispatches to the New-York Times.

WASHINGTON, Wednesday, Feb. 8.

The counting of the votes of the Electoral College was to-day the occasion of an imposing ceremony in Congress. Long before the appointed hour, the galleries were densely crowded, the diplomatic corps being fully represented. Mrs. LINCOLN was also present. At 1 o'clock the Senate made their appearance, and as they entered the hall the members of the House arose and remained standing until the Senators had taken the seats assigned them on the right of the Speaker, and the tellers, Mr. TRUMBULL, of the Senate, and Messrs. WILSON and DAWSON, of the House, took their positions at the table.

When all had been seated, the Vice-President, after a few introductory remarks upon the cause of the assembling, proceeded to open the certificates and give them in order to the Tellers, who announced their contents to the Assembly. The vote of the State of Maine was the first counted. Objection was made to counting the votes of Louisiana and Tennessee, and accordingly they were omitted.

The announcement of the vote of New-Jersey created considerable merriment in the galleries, and all eyes were for the moment turned upon Mr. PENDLETON, who did not, however, appear at all disconcerted.

The tellers, all the certificates having been opened and read, counted the votes and announced the result as two hundred and twelve votes for LINCOLN and JOHNSON, and twenty-one for MCCLELLAN and PENDLETON. Upon this announcement, the Vice-President arose and proclaimed ABRAHAM LINCOLN as elected President, and ANDREW JOHNSON as Vice-President of the United States, for four years from the 4th day of March, 1865. He hardly had finished the sentence, When the immense audience burst into loud applause, which was not less emphatic upon the floor of the House

The REAL Lincoln, by Thomas Dilorenzo.

His agenda, and an unnecessary war.
