The other option is, that when an illegal commits a crime or is stopped for something, detain them indefinitely or throw their butts in jail with no bail because of being a flight risk.

If these are TPS guys, they aren’t illegal aliens, they’re legal visitors. But “bad weather” is not a legitimate reason to extend their original reason for coming in under TPS..
I’m not sure negligence does it. That is merely civil liability as well. He, and many others, up to and including Biden have absolutely violated their oaths of office, acted in aid of foreign adversaries penetrating our homeland. This stuff is criminal. Very criminal.
