Up here in Northern California, when we have high wind events under dry conditions, PG&E shuts the power down to preclude trees taking out the lines and starting fires. With 100mph wind gusts down there, I really don't understand whey they would not do the same unless the area is so dependent upon water pumps they couldn't do it.
In that latter case, I would think it wise to be able to drive those pumps with diesel engines.

I have a friend who lives out there, she told me a few years ago the grid was so bad...they turned the power off!! Literally killed all power to her area due to high winds.

These condition require constant upkeep to insure the reliability of the power grid.
You really need to stay on top of maintenance to prevent failures because failures cause shorts and transformer explosions that start fires.
You also have to trim trees to make sure that they don't contact the lines and pull them down and clear the area under the lines of combustible brush that be ignited by the sparks form line failures.
None of this was done on an adequate schedule to prevent the wild fires.
I heard the other day that some of the California power dates to 1921 and the majority is from the 1970’s

I have something so compare and share with you
Due to regulations formulated by the EPA in CA you cannot clear out or remove fuels from under or around High Voltage power lines.
In WA state it is clear under and quite a few feet either side of their High Voltage lines, same with Hawaii.
In WA state you can gather fallen wood on public lands for personal use(with a permit) same with Hawaii.
Both places get wild fires but both places invest in firebreaks and good public lands management, They don’t let Judges and Democrat politicians (that don’t know squat about forest management, or wild lands) to allow the place to burn down.
Why CA hasn't buried power cables in high-risk areas is beyond me.

Can someone with a computer, say in China, cause a power grid to generate faults?
Could some equipment in a drone cause a power grid to generate faults?
Part of the reason could have been the guy with the blow torch who was observed setting fires. I believe he was a foreigner who spoke mostly Spanish. And had 5 cell phones. And a United Nations debit card. But the authorities let him go with no charges because the there's no way to know what he was doing.
