A new ballistic missile fired by Russia at the Ukrainian city of Dnipro last week carried multiple warheads but no explosives, and caused limited damage, two senior Ukrainian government sources said.

One of the sources said the missile was carrying dummy warheads and described the damage caused as "quite small".
The second source said: "In this case, (the missile) was without explosives...There were no types of explosions like we expected. There was something, but it was not huge."

U.S. officials have said Russia probably possesses only a handful of these missiles, which Western experts say appears to have been derived from the RS-26 intermediate-range ballistic missile.
Leaving out the explosives in a "reentry vehicle" - the heat-shielded part of the missile that carries the warhead - leaves room for instrumentation, which countries testing missile designs can use to measure performance, experts say.
It is not publicly known whether the Russian warheads carried such gear.
The RS-26 has a reported range of more than 5,000 km (3100 miles) although the missile that struck Ukraine from the Russian region of Astrakhan region flew only about 700 km.

It's possible, but very unlikely, in my opinion.
Traditionally, Rods from God is discussed as an orbital weapon with enormous poles made of tungsten. Although Elon Musk can do stuff in space, the US government is pretty helpless. We send up astronauts and then strand them up there because we cannot bring them home. An orbital weapon with huge chunks of tungsten? We can't do that.
Russia solved it a different way. Pretty much artillery. Which has been their specialty since WWII. Intermediate Range Ballistic Missiles that travel at hypersonic speed and then releases MIRV sub-units which are also hypersonic. Vast kinetic power without going into orbit. I suspect that the US government never considered this approach.
I wonder how long it takes for USA to realize aircraft carriers are 13 dollar sitting ducks in . modern warfare.

These IRBMs and ICBMs, for that matter, can not be effectively used against a moving target without a nuke warhead and even then might be too imprecise. ASBMs (anti-ship) like the Chinese DF-21 are designed to target a moving carrier but are completely unproven in a wartime environment with countermeasures and defenses.
