Puerto Rico cannot become a state of the Union unless Congress admits it. It cannot become independent unless Congress agrees to it. It cannot enter into a free association arrangement unless Congress provides for it.
In other words, for Puerto Rico to cease being a colony, Congress must do its part.

Let’s seize the high ground on this one. Restore the monarchy, grant them independence and say we’re undoing the injustices of 1893 and 1898.
I think statehood for PR is a bad idea, but at least it should require a significant majority, not just 50%. What if 20 years from now the people there decide they would rather become an independent country?
But still you are going to have to replace all the flags.

We don't want it as a state, and cannot cut loose any possession in the western hemisphere (and have another Panama on our hands when we gave the Canal Zone over).

Look at what they telegraphed about DC statehood and packing the court. They don’t mess around. We do.
I suspect they'll never pay it back, or if somehow they do, it will be in dem inflated dollars that are worth a fraction of what they were given. Write it off as a bad debt and be rid of them.
