I think if they didn’t call them “mandatory evacuation” zones they’d actually get more contrarian people like her to evacuate.

Call them zones where evacuation is “highly recommended” zones or “no rescue” zones. If you refuse to evacuate, they won’t take you away in handcuffs (yet), but if you call 911 they won’t send anyone to help you either.
