Trump had no authority there - it was Nancy Pelosi.
Trump was acknowledging his limits and not breaking the law.
There are pictures of Pence there celebrating with Pelosi - and she was running the show.

Democrats one final desperate attempt to apply electric shock to these “Frankenstein Cases”. Unfortunately for them voters haven’t cared about any of the Trump legal cases thus far and some Kamala Campaign document posing as a court filing isn’t going to change that. What difference at this point does it make?”
Sorry Hillary, but if my loved one was murdered under your supervision, you bet your sweet ass it matters knowing exactly why the attack occurred, and why he died during that attack. This corrupt bitch should have been strung up by the neck for being so arrogant and flippant in her response.
And on top of it, Obama was MIA the whole night, and to this day, it has never been reported where he was during the whole attack and aftermath.
