Unlike the 1000s of the US and Russia, the choice of airburst and surface burst differs. The US and Russia would only rarely use surface burst (against hardened targets, and they likely already launched so maybe pass them by and airburst).
But the Pakistanis hate the Indians, and they are west of them. The wind predominant is west to east. So they will have no reluctance to surface burst their whole inventory and irradiate India, and pretty much the whole planet at that latitude.
Which includes Texas and the Houston refinery complex.

Trump has implied domestic surveillance is going to be revealed. He has indicated he wants to try for some sort of reconciliation commission, where everyone will admit to it, but IMO nothing will stop a civil war in that scenario.
People are going to find intelligence got in the schools, and began identifying psychopaths decades back and recruiting and then promoting them in society, and got at a minimum 2-3% of the population working like informants/surveillants/harassers embedded in their communities, in the mold of the East German Stasi.
Everyone will find a large chunk of the nation was working for the operation bringing in the migrants, freeing the criminals, fostering homelessness, rigging our elections, and everything else crashing the nation. It is why politicians can utterly wreck their districts, and not worry about whether the people there vote for them or not. These surveillance people knew their operation had to see 9/11 and allowed it, and it was likely behind the Trump shooting in some fashion. Just unforgivable stuff.
And those people will be embedded everywhere, even posing as MAGA and good Republicans, and even posting online to try and help mold opinions toward ends the operation wanted. Everyone here will know a few, in real life, and in online life. It really is modeled on the Stasi.
I have seen this thing with my own eyes, and it is horrific, and IMO no reconciliation commission will heal the wounds created. You will end up with people finding out this thing derailed their children in school, because the operation in the school felt the kid was too capable and too moral. I have a site dedicated to it, and I have had multiple women email me, and describe this thing setting up their violent rapes when they were teenagers, using kids of the network, to derail them.
Fathers of girls like that will become serial killers stalking those people, and if the street surveillance is actually taken down, these people will have no protection from their homes being strafed in the middle of the night, every night.
IMO, if Trump was real, and they will reveal that national domestic surveillance thing, Civil War, or at least a disordered period of score settling will be the most likely outcome.
On the bright side, that thing’s surveillance overwatch, and intelligence operation is what has all our politicians blackmailed, so if it is gotten rid of (and a lot of the powerful are tired of being watched), we may end up with an America like the 1950’s again, where politicians actually worry about getting reelected, and try to make their areas nice to please constituents.
But that will definitely produce a weird time.

The one guaranteed to happen, when the weather is extreme for an extended period of time is a collapse of the grid in some areas.
