Basically, South Africa, but not in the way you are thinking. South Africa is actually much freer for whites today than nearly anywhere else on earth.

Because the government is so totally and hopelessly incompetent and corrupt that anyone with an average IQ can pretty much do as they please with zero fear of the government cracking down on them.
The downside is you can't drink the tap water and the electric grid doesn't work. Yet, as long as you possess a modicum of self-sufficiency, you can thrive.
And crime.
