The way it works is a letter stands for another letter. For example: AXYDLBAAXR is LONGFELLOW (does not apply to today's cryptogram).

Those who are JE ERL EJDCL, those who have power, take advantage of those who do not. The author was a black congresswoman from Texas and a vehement critic of W and Republicans. I believe there is a racial component to the sentiments she was expressing. I could be wrong, but that’s how I took it.
