My notes on a few key portions of the article "War in Ukraine: Zelensky wants Russia to take part in a new peace summit"

I'm posting a few notes about an article in Le Monde, because the French publication does not permit partial reproduction of an article:

https://www.lemonde.fr/en/international/article/2024/07/17/war-in-ukraine-zelensky-wants-russia-to-take-part-in-a-new-peace-summit_6687222_4.html

1. Zelensky has opened the door to direct negotiations with Moscow without making the departure of Russian occupying forces a pre-condition. Russia is invited to attend.

2. The first peace summit since talks broke down in Spring of 2022 included 100 countries meeting in Switzerland. Russia was not invited. That summit ended with timid declarations which did not include an appeal to Russia to halt its invasion. The declaration was signed by 80 countries.

3. Zelensky outlined a new plan on Monday which does not include talk of a ceasefire but identifies three areas of work: Energy security, Black Sea shipping (re Ukrainian exports), and prisoner exchanges.

Thank you very much and God bless you.

Alexander Mercouris noted that the signatories of the Switzerland declaration were padded with umbrella organization names, followed by signatories from sub units or the organizations, or the names of individuals who work for those organizations. This was done to make it look like the declaration had more support than it really had.

Also, Mercouris said the Switzerland peace summit was Zelensky's effort to shore up his legitimacy as leader of the Ukraine because Putin had said he would no longer deal with Zelensky now that Zelensky's term in office ended in May, and Zelensky cancelled elections. The invitations to attend that peace summit were provided by Zelensky's office.

“Russia has already told Z they will not attend.”

Trump should invite Zelensky and Putin with their wives to Mar a Lago for a weekend of golf, swimming and conversation amongst “friends”, to avoid the perception of a private citizen getting involved in world affairs.

Then he can tell them what the deal is. Before the weekend is out there will be a peace deal.

They would all attend, if invited, and a plan would be worked out, much to the fury of the forever war cheerleaders.

Z’s best hope is the art of the deal from a President Trump. He better get what he can. He won’t be getting back any Russian occupied territory that has majority Russians.

I don’t think Putin wants a peace summit gangbang. He wants a 3 way with Ukraine, US and Russia. He especially wants the US there to gain assurances that there will be no US troops or advanced weaponry placed next door in Ukraine and that Ukraine will not be invited into the UN. After all, this is what engendered this war.

I believe that would be a clear violation of the Logan Act and the Democrats would without question jump all over that, even though it has pretty much been ignored.

The Logan Act is a United States federal law enacted on January 30, 1799, which criminalizes unauthorized negotiations by American citizens with foreign governments having a dispute with the United States. The law aims to prevent private citizens from undermining the government’s position in diplomatic matters.

Key Provisions

Prohibits unauthorized American citizens from corresponding with foreign governments or their officers/agents regarding disputes or controversies with the United States. Makes it a felony, punishable by fine or imprisonment up to three years, if an American citizen engages in such unauthorized interactions.

Notable Aspects

Despite its passage in 1799, the Logan Act has never been used to prosecute anyone, with only one indictment in the early 19th century, which was never pursued.

The law remains on the books, often discussed in political contexts, but its practical application has been limited.

Entities and Descriptions

United States Congress: Enacted the Logan Act in 1799 as “An Act for the punishment of certain Crimes therein specified.” Foreign Governments: Target of the Logan Act’s prohibition on unauthorized negotiations, including governments with disputes or controversies with the United States.

Conflicting reports for sure. I just read Zelensky asked Britain for permission to use the long-range guided missiles they supplied him, inside Russia.

Sorry Z, but we are taking Odessa back. As long as Ukraine has a presence on the Black Sea, Russia can never trust them. Zelinski is desperate is getting with the Trump preconditions.

Normally when the MSM says ‘inside Russia’ they mean in the occupied region of Crimea, because Putin has said that if other countries supply weapons for attacks inside Russia’s traditional boundaries, Putin will attack that country’s assets in the Ukraine and inside the borders of the supplying country.
Weapons from the US have been used to attack the occupied regions of the Crimea for months, but the MSM sometimes tries to make it seem like something new is happening.

Now, if attacks are to be enacted within Russia’s traditional borders, then that is a red line war escalation attempt. NATO seems to be trying to provoke Russia into acting by any means necessary.

What if Russian weapons are used by Russia, to attack another nation? I guess that doesn’t count.

Russia is not a 3rd party to the conflict - any direct members of the conflict use their weapons to attack other nations's assets or territory. I think Putin is tired of NATO hiding behind its proxy, the Ukraine - if Putin attacks the supplying 3rd party, they can then try, and fail, to dispute their participation. NATO is trying to provoke war - but they 'need' it to look like Putin started it, and pushing the red lines seems to be the most common tactic in play.
