A tornado warning was not issued for a twister that struck Livonia, Michigan, Wednesday afternoon, killing a toddler and downing trees.
It was a rare instance of a tornado in progress that wasn't alerted by the National Weather Service, so what happened? Let's take a closer look at the weather factors that prevented this tornado from being warned.
- First of all, it's important to note that both the tornado that struck Livonia and a twister that hit Frazeysburg, Ohio, after midnight occurred in "marginal" environments for severe weather. NOAA's Storm Prediction Center (SPC) had level 1 risks (the lowest risk on a scale from 1 to 5) for each area in their daily outlook, so there was at least some heads up that a severe weather threat was present in the area Wednesday.
- No tornado or severe thunderstorm watch was issued in either case, as the severe storm threat was isolated. A watch does not cover every severe thunderstorm or tornado. According to the SPC, "Watches are issued primarily for areas where well organized or significant severe weather is possible, or the severe weather threat is expected to persist for several hours."

Livonia is in the Detroit metropolitan area. There was a tornado in Portage, Michigan, last month (just south of Kalamazoo) but that one didn’t kill anyone.
My hometown! The little boy that was killed is the nephew of a friend of my father. I heard about this first thing this morning from my dad. This is truly tragic
There were also tornadoes in suburbs of Maryland near DC which occurred last night with no warning. One person was killed.

It’s impossible to monitor every single thunderstorm going on at the moment. And some are higher or lower risk than others.
Stuff happens that nobody expects.
It’s tragic that people died when it happened unexpectedly, but that after all, is life. Weirder things than that have taken people’s lives. We are guaranteed nothing in this life but trouble.
I'm on a chainsaw DR team in northeast Oklahoma, and feel fortunate that I've not seen many stories this sad down here (though our team chaplain lost a friend in the Barnsdall EF4).

FWIW, WMAR provided extensive coverage in Maryland during yesterday’s outbreak. The utube maxvelocity channel also covered it. However, I doubt very many people were informed of the outbreak via these channels. I would imagine that the EBS system was activated but that assumes that people have radios and/or local tv turned on otherwise they’ll miss the alerts. Cell alerts may have been issued too. Dunno.

I remember hearing of a waterspout in the SF Bay many years ago, and my parent’s neighbor in the South Bay had their trampoline lodged in a tree by a small twister. We had one touch down in Bernalillo when we lived in NM.
They seem to be everywhere!
I was asleep, from allergies. Woke up about 7 pm. No one was talking about tornados when I laid down.
I was watching the Weather Channel last evening where they provided continuous coverage with no commercials on the Maryland tornadoes, as long as they observed an active tornado in the area. Very sorry to hear there was a death.

The storms developed very rapidly and surprised many people including that tv station’s meteorologists.
