Just my own opinion here is that Ritter's passport was seized pending a likely criminal indictment. That's the only justification I can think of for a court ordering such a seizure and I expect there must be a court order for this act.

How is an official passport seizure carried out? Do US Marshalls show up at the door with a warrant or does some Customs lackey at the airport get to break the news to you?

Ritter’s reputation is already pretty funky. I don’t imagine a lot of people could think any less of him than they already do. In fact, being hounded by the Biden justice dept may improve his reputation, given this DOJ.

But the most likely explanation of recent state dept actions is that he is a strong public advocate against the war in Ukraine.

This administration will use any means to silence it’s opposition. This is actually pretty mild. He’s alive and not in solitary confinement.
