High taxes on small incomes still yields very low tax revenue.

Russians, in general, don’t have high incomes, and most just make enough to survive. The Russian economy is very weak and now under war circumstances, that economy is even lower.

But, it works the same way as in America,where if people earn less, the government has to raise taxes in order to keep tax revenue from falling too much.

Actually, as Ukrainian lines continue to collapse and the war draws to a close, Russia must raise funds for the victory celebration.
